FSU OOS all-in cost is probably pushing $40k-year. With the OOS waiver you pay in-state tuition. All-in is probably around $20k/year with the waiver. Transportation can add-up depending on how often you travel.
We’re from PA and our in-state flagships are pushing $40k/year so it was a nice surprise to get the waiver.
S21 is really enjoying FSU but not sure I’d choose it over VT, UVA or W&M. Especially without the waiver.
Coastal Carolina has a great business program and has the option for 3+1 to get the MBA and undergrad all in 4 years. They have some decent merit for OOS. My sister went there and got 25% off tuition. She also got a few other small scholarships each year that she applied for.
My school, Stetson University in DeLand, Fl has a really good business program. The school offers 30 full tuition scholarships each year. In order to be considered, you have to obviously apply and be accepted, then you can apply for the J. Ollie Edmunds scholarship which is a complete full ride of which they offer 2 per year. I didn’t get that but did get the full tuition for all 4 years. There are also other scholarships to apply for once accepted outside of the Edmunds. Most students with comparable grades you’ve listed get $31,000-$34,000 right off the rip and then qualify for more with the scholarship applications.

At the Texas publics (UTD and UH) if your D receives $1k or $1500 in scholarships (likely, I suspect) then she would have a good chance of also earning a waiver of out-of-state tuition (there are limited numbers of these, but I think it’s a pretty large limited number). Arkansas has pretty generous merit aid, as do a number of the other schools I listed above.
FSU and VTech are the reaches. We are aware. Everything else on our list is target or likely. Heck even V Tech says Target on SchoolLinks but I know better… We looked at W&M and looks to be the biggest reach of the 3 but maybe I am reading it wrong.
Sorry I was referencing what the poster wrote - FSU and the three VA schools they mentioned - UVA, W&M, Va Tech although you have a shot there and Pamplin is excellent but no way you are getting close to $40k at Va Tech from PA so it should come off if it’s on
You should apply to schools where you will and you can hit budget. In VA, very good CNU will and JMU can (but maybe won’t). Both would be admits. CNU is a smaller school.
I put many schools that will and others that may above.
When you have budget, you need st least a couple will. The ‘Mays’ can be as many as you want.
The Va Techs of the world are in my opinion wasted apps. A high reach W&L would be better in the sense 10% plus get either full tuition or full rides. You’re unlikely to get in or get one but you have a much better chance of affordability than Va Tech given the $40k budget.

Nothing wrong with CNU either. But people seem to downgrade given the name isn’t as well known. In some ways it’s a mini W&M. For those who like W&M, Miami of Ohio could hit $40k. We felt it was a larger, less selective W&M but similar campus feel. Farmer is a well reputed B School.
That could go in the ‘could’ make bucket.
For smaller, closer to home, UT Chatt could work too.
The published COA for this year is sub $40k and includes $6k for personal and transport. So tuition room and board are sub $35k OOS. Probably why, in part, it’s gotten so popular.
And at FSU if you do the first year at an abroad center you qualify for in state.
Thank you for the feedback. Will look at UWV. I really believe W&M to be a reach for her so currently not on list. We visited JMU yesterday and were very impressed. Does it matter they offer a BBA vs other biz schools that offer a BSBA?
The stated tuition room and board is $52k so an outside, very outside chance on $40k. But the dorms are barely habitable and when she moves off campus 2nd year housing alone will be $1k plus. I pay $1300 for a cockroach infested dump - I should add that my daughter loves - plus utilities.
The only real chance there is to be a Charleston Fellow - a sub group in the Honors college. Apply to Honors and then invite only.
Mine has three endowed scholarships - one of which is from Fellows and we get money back believe it or not. But you can apply but it’s a reach budget wise - safety admission wise. So keep it in the back pocket.
But it’s not a traditional school - it’s right downtown in the tourist area - so plan to spend money beyond the norm.

I would start by asking which of these schools would she attend over JMU or George Mason. For example, would she go to FAU, Coastal Carolina or UNC Wilmington over those schools? I can’t imagine they have anywhere near the outcomes that JMU or George Mason have, but you and your D can check that. If she wouldn’t attend a given school over JMU or Mason…don’t apply. Your in-state options are fantastic.
Do you have any indication that NC State would be affordable? OOS merit not much of a thing there.
