I have a 4.1 GPA, but I want to go to at least a T20 school, so I want to apply with a higher GPA.
However, our semester finishes in the end of January, and most schools’ RD is the beginning of January.
I’m 100% confident that I will be able to raise my GPA this semester, so is there any way that I could apply witht he higher GPA? Can I just send my transcripts later?

To the best of my knowledge, you can only apply with a GPA that you’ve actually already earned. I don’t think you can project a higher one.
For the most part, T20 colleges have a firm application deadline. SO you need to get your application in by that date, and your GPA will reflect what it is on that date. You would need to have your transcript sent as of that date. An application without a transcript will be incomplete and will not be considered.
You cannot wait until end of first semester to complete your application and must provides grades through junior year as part of your application. Nevertheless, most of those high ranked colleges require you to submit, after you have applied, a mid-year report that includes your first semester grades and that report is used along with other grades to determine admission.
