<p>The problem is that many people below 100% of poverty don’t qualify for Medicaid now. Medicaid is mostly for kids, pregnant women and the disabled. In general young healthy men are not eligible for Medicaid now, and they will not be eligible under ACA in the states that didn’t do expansion.</p>
