After repaying collection agency, how to reapply to college?

My boyfriend owes $15,000 to his University. It was sent to a collection agency back in 2015 and he set up a monthly payment plan with them, so he’s been paying it off these past 2 years.

The goal is to reenroll in a different and more affordable college Fall 2019. The question is what’s the process and steps we have to take so he can get back in college?

We’re likely to pay off everything the end of 2018. After we pay everything off, his university should give him access to his credits and transcripts. But since he wants to transfer to a different university, would he count as a Transfer student? He graduated high school in 2014. Only did one semester in his university, and then got in this debt, there was a hold in his account, and then it was sent to the collection agency. So he’s been out of college for about 4 years now. Does that mean to apply to college he has to send SAT scores again? Do the ones from 2013 still count? We’d like more information on the steps to take to ensure he’s back in college after successfully paying off the debt.

Look at each college’s website. At some a small number of credits will not keep him from applying as a freshman. And at most he will have to submit the SAT’s, HS transcripts etc.
