If some guy took the SAT in seventh grade or so and scored a 2000 and didn’t take it thereafter, would the colleges look at that only as a 2000 or as something worth more than a 2000, like a 2100 or 2200, because he took it in seventh grade?

I believe Colleges only look at SAT scores taken in your high school year.

You’d have to have requested in writing that your talent search score be retained as part of your permanent record.

I suspect it comes up seldom enough that there’s no hard and fast policy. It seems reasonable to assume that it would be taken as a 2000 that you didn’t care to try to improve.
