All around elite colleges

What are some colleges that really excel in engineering, humanities, sciences?

Where is somewhere where a student could go in considering an engineering, biology, physics, English, political science, philosophy, etc. major and be met with a very strong program in all studies? Looking for mid to top level schools.

Look at some of your “Public Ivies,” such as University of Michigan, University of Virginia, University of Texas at Austin, or University of California - Berkeley.

Tufts is one school where you can jump around more easily between the college of engineering and A&S.

Note that for almost every school you would have to apply directly to the engineering program if that is the path you want to take. In general it is easier to switch out of engineering than into engineering. There is a long list of colleges that would be excellent in both engineering and liberal arts disciplines. In terms of top level schools, a number of the Ivies and Stanford would certainly fit the bill. Other ideas quickly might be Northwestern,Tufts, Lehigh, Carnegie Mellon, Johns Hopkins, Notre Dame, Bucknell, Lafayette to name but a few as well as some of the top public (ex. Berkeley, UMichigan, etc.). This is certainly something you can research online.
