Am I considered a transfer student?

<p>At the moment I am getting a 2 year business degree and Gainesville State College. Upon finishing it at GSC, I want to attend UGA, not for business, but for environmental engineering. I would basically be starting all over for a 4 year degree, aside from having some of my core classes out of the way.<br>
Would I be considered a transfer student? If not, what would it be considered and how would I go about doing this?
