Hey!!
I´m a High School Junior in Florida and have been living in here for approximatedly 3 years, unfortunately, I came to the U.S. as an illegal immigrant when I was 15. My parents told me it was a vacation and when we arrived they told me the truth. My predicament comes from “HB 851” Which grants in state tuition to students who attended a secondary school in this state for 3 consecutive years.
My problem comes when i transferred to another school (still in Florida) for about 4 weeks in my sophomore year (second semester) then i transferred back to my old school.
I want to ask any of you if this breaks the HB 851 3 years consecutive rule.
Personally i think that it doesnt as was still in a secondary school in florida and moved back in just 4 weeks. I finished my yer in my original school and that is how is listed on my transcript. But again, i dont know.
heres a copy of what HB 851 is about :

It doesn’t matter how many schools you attend as long as they are all in Florida for that 3 year period. If you meet the other requirements, it will be fine that you attended two (or more) high schools.
That´s a relief, thanks!
Do you have any idea if doing early admission at a local community college affect this either?
If you mean starting at a community college before you have your 3 years in at a high school, it probably does. It says 3 years at a state secondary school for 3 years immediately prior to graduating. If you are doing dual enrollment, it probably isn’t a problem as the high school would have an arrangement with the community college. If you graduate and don’t have the 3 years in, it looks like the community college cannot waive the OOS fee. You can always call and ask. You are NOT the first student in this situation.
Early admission (at least in my community college) means that I attend my local community college and for all the courses I take at CC they put it on my High School Transcript as Early admissions courses and are weighted and treated as “AP courses”. I don’t attend my local High School at all, yet i get credit for my courses as if I was still in HS.
I don´t pay anything either as the state pays for it (just as with dual enrollment courses).
I’m currently doing dual enrollment and was excited about doing early admissions because I would get my AA at the same time of my High School Diploma.
I have talked with my counselor but she really didn´t know much about laws & regulations for undocumented aliens, she was not even aware with the HB 851 (and to be fair, most people aren’t). So i don’t know who to communicate with.
