I am a student at CSULB I just applied for financial aid. However, i am not considered as resident of California, so do i still eligible to receive financial aid and loans?
You are eligible for Federal aid and loans if you qualify. State aid won’t happen. You will still be charged OOS fees/ tuition.

Yes, the limits are based on income, but typically most federal aid is limited to loans if your income is over a certain amount.
Federal aid includes Pell grants, work study and loans.
Typically, it is not enough to cover UC fees/tuition.

You’ll get 5.5K in loans. If you’re Pell-eligible, then what you’re eligible for depending on your parents’ income. That’s it.
You can only get Pell Grant if you are low enough income. 0 EFC gets 5800. All students can get a federal direct loan for 5500 freshman year rising to 7500 for jr and sr year. You can’t get calif state aid that is for residents and the school doesn’t really give anything else. Sometimes departments give small awards.
What is your FAFSA EFC?
You paid for the first year at your school, so I’m guessing that you’re not low income. You’re a junior or senior so you’ll likely be given a $7500 loan.
I noticed that you had wanted a UC. Be glad that you didn’t get in. You’d have to pay $55k per year as an OOS student and you’d get no aid there either.
Or…are you being charged instate rates because you went to high school in Calif?
The OP says he or she is not considered a resident of CA. That being the case, no CA or institutional need based aid will be awarded as noted above. The Dorect Loan, and any Pell eligible grant would be the need based aid this student would receive.
If the student is a rising junior, why doesn’t the student go discuss aid options with the financial aid department at the school?
You will get $0 from UCI. If your family is very low income you might get $5800 in Pell (you should know if you qualify for that since you would be a transfer). As a junior you would get an option to borrow $7500. That is IT. How will your parents make up the difference?
