My daughter is a US citizen who was born in Korea. Now, her college GPA is 3.8/4.5 but her English is very weak. She thought about attending ALI or other institutions where she can improve her English. She is also interested in transferring to a US college as a Junior. I need some knowledge about this. Each college will have information about transferring on their websites. Your student can also look at the common app transfer app, but not as many schools are on that as they are for first year apps.
Transfer deadlines for Fall 2025 are soon for some institutions, and some have already passed (there is a wide range of transfer deadlines unlike that of first year deadlines.) For example, fall transfer deadline for UNC and NC state was Feb 15.
Look at the school websites to see what evidence your student will have to give the school to demonstrate English proficiency. Many schools will require this because even though the student is a US citizen, it sounds like their education has not been in English. Many will require Toefl, IELTs or DuoLingo test results.

As you know, English is the language of instruction at U.S. colleges. Please consider this. Your daughter will need to understand and reply, and do school work…in English.
I think gaining significant English language proficiency needs to come before any other decisions about college in the U.S. can be made.
Is her current college predominantly English using, or does it predominantly use some other language for instruction?
What is she studying and what are professional goals?
Has she taken any English proficiency test?
