Any risk in retaking?

Hello all,

I am a high school junior in a Texas public school. I am ranked 19/336 (going up), have pretty good ECs and just took the January SAT and February ACT.

My scores were as follows:

ACT: Composite: 31 (E:34,M:27,R:31,S:30)
SAT: 1840/1240 (CR:640,M:610,W:600)

I know the SAT scores are pretty low and the ACT could be a lot better, my goals are a 2100 for the SAT and a 33 for the ACT.

Anyways, I am signed up for the March SAT and April ACT, and am considering canceling these tests in favor of a later test date. I am enrolled in a ACT/SAT prep class this semester (school requirement) and have just started studying. The scores listed above are with absolutely no studying other than the PSAT.

Should I not take the tests again until I finish the class and study sufficiently on my own, or does it not matter? I have read that taking these tests many times can really hurt a college application. Please help me out.

I am considering applying to the following schools, but I have just started making the list:
UT Austin
Notre Dame
Duke
Stanford (ABSOLUTE REACH, but I have a friend with similar stats to me who got in, so why not)
Boston College
Air Force Academy
