<p>How did Catherine the Great deal with the Pugachev Rebellion?</p>
<p>She crushed it, and then, afterwards, to secure her hold on the peasents, she broke up the land into more provinces and ascribed elected officials to the duty of ruling those lands (she, of course, would have the highest authority in matters).</p>
<p>And many of the rulers of these lands were her lovers with whom she grew bored.</p>
