AP Gov't Question

during most of the 19th and 20th centuries appointments to civil service were based primarily on
a. merit
b. education
c. spoils system
d. wealth

I was swaying towards spoil system (thought that even though the merit system was introduced late 19th century, it might not be regulated til later?), but something tells me it could also be merit. Help? Thanks.

Well, the pendleton act was passed during the later half of the 19th century, so I’ll go w/ a.

okay, that was my instinctual for the same reason, just that maybe it wasn’t heavily enforced. Thanks!
