<p>Well, I can tell you they’re mostly impossible except in a few rare cases. Also, none of the Ivies accept them for obvious reasons.</p>

<p>If you mean a decision to reject or waitlist, you can try but don’t expect success. If you mean appealing a financial aid award, some appeals do succeed. It varies greatly among schools.
If you think you have valid reasons for qualifying for more aid, whether need-based or merit, appeal or try to negotiate, but do it right away, and only if you are serious about attending. Many schools have some extra money built into the financial aid budget for such adjustments, but it gets used up as changes are made for students. If you try to appeal late you may be told that they would love to have you but there simply is no more money available.</p>

<p>It helps if you have new, important information to persuade them to change their decision.</p>
