I am aware that you can submit the application anytime…even before all of the other requirements are sent…is that correct?

Also, even if the colleges receive your stuff before they are due, do they still wait until the deadline (I was wondering this b/c I won’t be done with my SAT II testings until Dec.)?

Applications can be sent before sending other materials. They will not review your file for admission decision until it is deemed complete, meaning it has all required submissions (app, test scores, high school transcript, or anything else that might be required such as recommendations). Don’t know where you are applying or what college requires, but if if it requires SAT IIs, no one, except people who check to see if a file is complete, is going to be reviewing your file for admission until those arrive. Also, if you are applying to a regular admission school that issues decisions between late Feb and early April, it is likely no admissions officer is going to look at your file until sometime in January at the earliest even if it is “complete” before then.
