Should I apply for departmental merit-based aid (scholarships etc.) at the same time I apply to the program, or should I wait until I am accepted?

The program that I applied to had the TA/RA Application as part as the admission packet, so it was required in order for the app to be considered complete.

Information should be available on the website. For the programs I’ve seen, you must apply for fellowships before you know whether you’ve been accepted since fellowship deadlines fall before acceptance has been announced.
