Long story short.
I am interested in transferring schools but this epiphany has been more recently. Evidently, transfer applications for Fall 2015 semesters has long past.
How bold is it for me to attempt to write a convincing email to let me apply to a school as a rising-sophomore?
Would I just end up being something the committee laughs about or would colleges take it seriously?
I am considering applying to schools with noted ranks. UCLA and UC Berkeley are the two I mainly am interested in.
i do not understand your post? You want to transfer to these schools for Fall 2015? Even though the deadline has passed? Or you want to apply for Fall 2016 which would put you at Junior level status by the time you transfer?
You can try calling the two you mentioned, who knows. More likely is if you look at that list of which schools still have openings for transfers that is posted somewhere in here.
First you need to be a rising junior to apply to the UCs (meaning you apply this Nov) while you’re finishing your sophomore year for the following fall 2016, at which point you will be a junior. They won’t take sophomores.
Re: applying past the application window (which is the month of November), you can apply for late admission, which they may or may not accept, but that is pretty much in Dec and maybe January.
