Does Penn State tend to accept a lot of students from out of state? Or does this significantly decrease my chances?

If you scroll down a bit, you can see the most recent stats on IS/OOS. Keep in mind that that pool is somewhat self-selecting, as high out-of-state tuition may dissuade some OOS applicants from applying or enrolling.
I believe PSU is one of the few state universities who openly states they do not have a quota of in state/out of state students. It shows as well, on campus you’re just as likely to find someone from New Jersey as you are from Pennsylvania.
