<p>Not in NYC, but Boston Architectural College offers open admission, so the application process is non-competitive. They do not require a portfolio:

<p>Look at Harrisburg Area Community College ¶, Brookdale Community College (NJ), Mercer County Community College (NJ). I found these three through the College Confidential College Search site.</p>
