<p>Whether or not all schools within a university are equal, and whether or not other people in your school applying to the same university will affect you are two different questions. To address the question in your post, I think it will have some effect on you. Admissions committees have to look at each applicant in the context of their high school. If all your classmates applying to UPenn have much stronger apps than you (even though they are applying to different colleges within UPenn), then they will probably be less inclined to take you than if you were the strongest applicant in your school.</p>
<p>Regarding the question in the title, each school in UPenn has different admissions rates if that’s what you mean. Whether that makes them “unequal” or not is a matter of opinion.</p>
