Are meets-need colleges mostly holistic or will some give extra weight to GPA/test scores?

Researching which colleges to visit and I want to add some that may not penalize as much for having just average extra curriculars.

Student has a high GPA, top rigor, 34 ACT (one try, not sure if will retest). Potentially strong teacher recommendations.

For the most part the colleges that meet need are highly competitive and do use more holistic admissions. Google Common Data Set and look at section C7 to see what various colleges use for admission and the weights applied to each element.
