Are these scores good enough for competitive schools?

ACT: 32C, 35E, 32M, 31S, and 32R (I think)
SAT: 1490 (730CR/W, 760M)
I’m looking at a couple competitive schools like UPenn and Hopkins. Most of my schools on my list are still moderately competitive (UVA, Michigan, etc.) but I don’t think my ACT scores are good enough even for those colleges. Does my SAT at least give me a chance at some top tier schools? Also, retaking the SAT probably isn’t an option at this point since I have yet to take Subject Tests and will likely do so in October. Should I retake the ACT in September?

Google “Common Data Set (and your college of interest)” and go to the section on admitted students’ score range.

Check the common data set of each school you apply to. However, to me these scores look good, and I don’t think you should spend time re-taking the ACT. Instead, focus on your essays.

Both your ACT and SAT scores are within the mid 50 for admission at UMich. So they are “good enough”, however, it is still not a match if from OOS due to the low admission.
