The first thing to do is to actually properly look at the websites of each of those colleges - general admissions info as well as info for international students, scholarships etc and as already suggested, make a spreadsheet with columns for all relevant info including English requirements, deadlines for various tbings etc. If this sounds like a big task -it will be nothing compared to actually applying to all those colleges (and I agree with prioritizing the way @MYOS1634 suggested above). Maybe doing this spreadsheet will be able to help you cut the list. I can’t see how you will have time for much else if you are doing applications to 40 selective colleges over the next couple of months tbh. Your essays need to be really good and tailored to each school /scholarship -it’s not something you’ll dash out in an hour per essay.
