<p>An age old problem compounded by an organization bogged down by inflexible SOPs, rules, and regulations. To paraphase the old SecDef, they need to fight the war that is available, not the one for which they desire. My gut feeling is that the new SecDef is attempting to whip them into shape. Let’s all hope he is successful.</p>
