<p>Please recommend strong Ph.D. programs in this field of study.</p>

<p>Is it true that there is a PhD in this field awarded to a minority only once every 13 years? I heard this statistic and it jumped out as being insane. Aren’t Asians well represented in the mathematical sciences?</p>
