Is it possible to get a scholarship for a semester as an exchange student to play?

No, I don’t think so under NCAA rules. You have to be a student at that school (or affiliated) and meet all the requirements. Athletic scholarships are for a full year.

Even at a D3 school, there are rules about being enrolled at that school. And there are no scholarships for athletics.

There is no simple answer, it depends on the situation. Are you asking about an international student coming to a US university for a semester, or a US student studying and/or competing abroad?

While the NLI is for a full year, D1 scholarship can be offered for a semester, as in the case of a student with only one season left of eligibility. Lots of NCAA restrictions on all of this, as twoinanddone calls out, but I don’t think the answer is a flat out no.

I am asking about an international student coming to a US university for a semester

According to the NCAA rules:

“To be eligible to represent an institution in intercollegiate athletics competition, a student-athlete shall be enrolled in at least a minimum full-time program of studies, be in good academic standing and maintain progress toward a baccalaureate or equivalent degree.”

It appears that the answer to the question is no.
