Contact the NCAA directly. US students can register with the NCAA anytime during high school.

A student athlete can call a coach anytime. Coaches are restricted as to when they may call student athletes by NCAA rules.
Nearly every college has an athletic team website with a questionnaire for potential recruits. You want to start there, by filling out the forms for the track team at each college you want to contact.
