Just worth noting: There are OOS flagships and then there are OOS flagships.
Michigan, UVa, and such? Yeah, they’re nobody’s safeties.
Wyoming, Alaska Fairbanks, and such? Definite safeties for many.
(And remember that many state schools, including many flagships, admit by formula—if you have the stats, you have an acceptance.)
