Bad freshman year, Chances?

I had a fairly bad freshman year, but my sophomore and junior year were much better in comparison, here are my weighted GPAs :
Freshman: 3.125
Sophomore: 3.498
Junior: 3.767
ACT: 29 composite
AP Computer Science: 4
Leadership roles on my local Robotics team, I also mentor local FLL teams
Applying to Rugters New Brunswick, Penn State University Park, TCNJ, Texas A&M, Virginia Tech and Georgia Tech for Computer Science.
What are my chances?

Assuming you are a NJ resident, Georgia Tech would be a high reach or out of reach. TAMU would be a reach. The others are matches or high matches. CS is more competitive than other majors.

You need some safeties.

Can you afford these OOS schools if admitted? Penn State gives minimal financial aid to OOS students.
