Does anyone know the rules for having people sleep over in Blach Hall who don’t live there? Especially guys, like if my brother or boyfriend are in town and want to spend the night in the dorm, is that allowed since it’s technically women only?
And what are your experiences with Balch overall?

Guests of any gender are permitted to enter and stay over in Balch Hall (as long as you accompany them).
Just make sure to not be too noisy and make sure your roommate (if you have one) doesn’t mind.
You’ll probably have to accompany him to the bathroom so he doesn’t startle any women in there.

Yep, you can have any guests you want as long as your roommate is okay with it. Honestly, there were plenty of guys in Balch when I lived there – it wasn’t that startling or surprising after a while.

Yes, but all guests, no matter gender, can only stay like three nights I think. Or maybe 5 nights. Check the housing rules as they apply to guests.
