Start with the policy the school offers. It may be difficult to qualify for other programs if you are not a resident of the state.
I agree with @twoinanddone, in that the most comprehensive insurance with reasonable charges will be from the university.
My daughter just aged out from our insurance.
Her school is providing health insurance in California for $4500 per year. Our insurance coverage would charge her $16,000 for the same services (including dental and vision).
Each school has different fees for insurance, so you need to contact the schools.
