What are your thoughts on the best colleges/universities on the East Coast <$ under 35,000 for full pay, 3.9 UW, 1350 SAT? Major undecided but with interests in science, computer science, and music.

What state do you live in? Start with checking the cost of attendance at your in state public schools.
Most likely in state universities.
Do you seek large or small, urban, suburban, or rural? Big time sports, etc?
Define East Coast - Northeast, mid atlantic, southe east or all?
What are is the student’s GPA, test score (SAT, ACT), highest levellof math? What sciences were taken?
And yes, what state are you from?
Best - is the school you can afford and that your student will love to attend. It’s not a pre-determined ranked name.
But there are full price schools, like W Carolina and the three other NC Promise schools that will crush the budget and schools like Salisbury (currently $37k for tuition, room and board but with easy to obtain merit to get beneath). So not to worry - there are good schools out there, even out of state.
Also, do you qualify for need ? Have you filled out any net price calculators? Some east coast schools meet demonstrated need.

Need to know the student’s state of residence or if a military dependent.
As others have posted, look at your in-state options as tuition will be favorable for residents of that state.
Probably your in-state publics.
Generally speaking, NY’s SUNY colleges can offer some great opportunities for out of state applicants - both academically and financially.
