Best Investment Option for Roth IRA

I have read through the other thread titled “Is 20 too young to start a Roth IRA”. I did not want to hijack that thread, but would like your opinions.

My son is 24, started a Roth IRA 6 years ago when he worked during the summer while he was in college. Since most funds required a minimum amount to open account, I helped him pick one that had no minimum requirement. He was contributing $50 a month when he started, then increased to $100 a couple of years later. Now he is putting away more since he has a full time teaching job. Not knowing too much about various investment options, I picked a target fund 2050 back then, looks like a bad move, because it has not really done too well. Should he move his money into some other mutual funds, any suggestions?

Also, someone said having a 403b plan (deferred compensation) is a better retirement saving vehicle than Roth IRA and suggested that my son should fully invests in the 403b plan instead. Is that true? And that if invest the same amount for the next 20/30 years, and given the same rate of return, a 403b will net him more money. I think it is related to tax now or tax deferred??

Can cc experts share your insights please. Thank you.
