Brandeis, Rochester, Tulane, and Case Western immediately come to mind. They’re all high-output research universities that aren’t as difficult to get into as their peers. Most flagship state schools are also major research centers. Depending on what state you live in, your flagship might be worth looking into.
Tulane’s acceptance rate for the class of 2021 was 21%. It’s not as easy as it was a few years ago.
It depends a lot on what you are interested in studying. Brandeis, Rochester, Tulane, and Case are good recommendations. I would add Wake Forest (27%), which just added a lot of bio-research space at its new Wake Downtown facility. In general, faculty work closely with students in research. Wisconsin, Washington, NC State, Virginia Tech, and Purdue would probably also fit your criteria. We thought Wisconsin had some terrific bio-research facilities. VT is much stronger in engineering and science than it’s relatively high acceptance rate would indicate. Good luck!
