The best way to find a tutor would be through recommendations from people who live in your area that you trust.
There are also review books, online resources (ex. Khan Academy), and prep classes.
Google is your friend. The best method s repetition. Take lots of timed practice tests and then learn, right or wrong, why every answer was what it was. Rinse wash repeat.
The other thing he could work on improving is strategy, not just content. Work on timing, when to guess, etc.

Did he take the ACT?
Look up “xiggi method” on this website’s archives. Old method but it works.
How much does he read?
If he only reads for English class + headlines and snippets on his phone, do you have no-phone time and does he read manga?
If he doesn’t like to read, you can suggest topnotch (“literary”) graphic novels, they’re less intimidating -
Arab of the Future is a great one.
