“Best” is defined as what?

If you mean “most selective”, there are also Harvard, Yale, Princeton, and Stanford, although their EA programs have significant restrictions where you agree not to apply early to a large set of other schools (sometimes called single-choice or restricted EA, although the exceptions still allow EA applications to a non-trivial set of other schools).

Tulane offers both EA and single-choice EA, where the latter indicates a higher level of applicant’s interest, which Tulane does consider.

Note that Georgetown EA includes the restriction that you agree not to apply ED anywhere else, although there are no restrictions to applying EA to other schools.
