<p>If you look at the answer choices the only plausible choice is E.</p>

<p>Since there are an odd number of cities, 7, you know the number in the middle–the 4th number-- is the median. You are told the median is 40. So any number between 27 and 40 could be City D. Therefore, the answer is, as Shiomi said, “E”. Just remember the median is always the number in the middle!</p>
