<p>Internal scholarships (those administered directly by PSU) are deposited into your student account, and the excess after tuition and fees may be used for whatever you want. External scholarships can vary widely in how they are handled and what rules you have to follow. I would be very surprised if a scholarship cared where you bought books, unless the scholarship was actually issued by a specific store.</p>
