Boosting GPA for admission

This question goes out to anyone in NYC.

So my brother is applying to a CUNY college either in the fall (if they’re still accepting) or the Spring 2013. He had previously attended Niagara University, but left in one semester after we found out we couldn’t afford it because financial aid wasn’t enough. His GPA after one semester is 0.98 due to his mental illness and he couldn’t see any doctors when he was up there. So now he’s back, looking for a new school, but that GPA is causing us trouble when we’re trying to apply to another school. So my question is, how can he boost his GPA to apply for other schools? I have been told that ASA College would be good enough to attend just so he can boost his GPA above at least a 2.0. What are your opinions on ASA college as temporary school for this purpose?

Your insight is greatly appreciated.
