BU does give merit aid to some transfer students. There are many schools that give merit aid to transfers. Often it is not as much as one may have received freshman year though.
BU meets 100% demonstrated need for transfers. So, their NPC should work for transfer students too. Of course, one might confirm that with the FA office.
wouldn’t also have more research opportunities that would pay as my child would be in 2nd year? I am surprise to hear that they even extend the offer to junior. If they do so, the cost of two years can become more affordable with jobs relating research at school itself. don’t you think.

If your kid didn’t get a standard admission offer, they are not competive for the very little merit aid BU gives out (to, typically, the top 1% of any given cohort). Merit aid is given at freshman admission (though there may be exceptions to that now).
BU had a paid UROP program, but as an incoming student would likely not have the connections to make those opportunities happen (the application literally cannot be filled out with a mentor).
Hopefully your student will be happy where they end up for freshman year.
