You have hooks but your academics really suck for top schools. Your ECs are pretty generic too. I don’t think you’ll make it in.

A couple of B’s aren’t going to kill. What may harm your application, though, are those couple of B’s WITH a low SAT. 1890 is not good enough for most of those schools on your list. My suggestion would be to work on that, get it to 2000+, then apply to U Penn ED. Your legacy + URM status should give you a good boost, and then I’d say you’ve got as good a chance as anybody (25% for ED).

Hopefully I don’t come off as pretentious but whatever. You can’t really claim first gen if your grandfather went to college lol maybe it’ll work everywhere except Penn, but you’ll have a legacy hook there anyways so it’ll even out. Whatever
