It is down for everyone, 1st wave should be tomorrow. But I don’t think it guarantees a decision to everyone by tomorrow…
Yeah it seems it’s rolling even after tomorrow.
According to last years thread the portal was down for about 40 minutes.

Just looking at the time on Wednesday 2023 the portal went down.
The first person to say it went down and back up was about 30/40 minutes.
I applied on like April 8th. I do not think I am getting any decisions anytime soon.
It’s so funny looking at past fall 2023 thread. Someone waited until like June and went al most crazy eventually got rejected.
