The article is a quick read and explains the reasons - which include increased aid although it doesn’t note domestic vs international.
Sounds like they will cut back on PhD funding and increase masters programs (likely revenue generators) to help stem the tide. .
I tend to see these things through the lens of competition, and I do think even these sorts of institutions are competing vigorously these days, including on price. And when that is happening, usually some competitors will get stretched financially.

Brown just recently announced the elimination of their concurrent bachelor’s/master’s in CS, which allows students to graduate in 4 (or 4.5) years with both degrees. I assumed it was because they were losing a lot of master’s degree revenue. They noted that about 30 students a year were enrolled in this program, so that’s not a small amount of money. (It has grown in popularity pretty precipitously in the last few years).
