Hi guy i’m an international student from Seattle and I plan to transfer in Spring 2016 l, I have a gpa 3.2 right now and want to get in marketing or management so is my gpa is good enough to transfer ?

No. It just shows that the threshold GPAs for transfer admission were for those applying to start in fall 2015. Thresholds may differ in future application cycles due to varying numbers and strengths of applicants.
There are no guarantees for Cal States EI’s since it will depend upon each year’s applicant stats.
With a 3.2 - take a look at Sac State and Sonoma State. Both are in NCal, have credible Biz programs and will probably accept you.
