I am not sure I understand your question. Ross used not to admit high school students into its undergraduate program, international or US citizen. Now, it pre-admits a select few, regardless of nationality.

Kahlen was talking about transferring into Ross. And the answer is "yes", you have to spend at least a year in a US college before you can apply for transfer.

"Q: I am an international student. Am I eligible to apply?
A: Three-year program: If you are an international student and studying at an international university or college, you are not eligible for admission into Ross and should not apply. You must first attend an accredited U.S. university, college, or community college to earn at least half of the minimum of 27 transferable credits."
