Does anyone know if being in the Starting Point Mentorship program or Experience Berkeley program gives the applicant priority consideration during the Cal admissions process, like UCLA’s TAP?

No, it does not give you priority.

Ok apparently checking the UC Berkeley Transfer Alliance Project (TAP) gives you 90% priority. My friend wasn’t even in the program, checked the box, and got into Cal. Sweet!

^?!?!? Whaaa?

They’re going to check. I had to give them my SS# for the UC Berkeley Starting Point Mentorship Program because they said it will ONLY be used to check if I am a part of the program.

Investment, your friend got in because he was good enough. TAP gives the names of their students to UC Berkeley so they know who they are. Its best not to lie on your app, because they will find out. TAP students do not necessarily get priority either, but the trend seems to be very high for their admissions which can be because of a combination of the help they receive from the program to make them better students and be able to make better decisions.
