California FA Question

Background:
My total financial aid without loans: 13k per year
Work Study: 4k per year
My loan is the “FED.DIR.LOAN-SUB1”: 4k per year
I’m working over the summer
I’m hope to hold 2 jobs during the school year (1 work-study, 1 non-work study)
California cutting Cal Grants will affect my aid

Question:

  1. Should I take out the loan?
    — Is it worth the hassle of the interviews/worry about debt? 17k is enough for me to live on really. 12k for dorm and 9k for tuition. my extra job and my parents can help a little. Plus, I’m working over the summer to save money.

Should I submit a budget change form for more money?
— The Financial Aid Office counted me as living off campus, which ends up being cheaper than living in the dorms. But I’m actually living in the dorms next year. Should I bother since I got such a good package already? Can the actually change my package to be worse since the economy is so bad? Is there a risk? Is it worth the hassle?

How much would the cuts to Cal Grant affect me?

Thanks!
