This seems confusing. UK unis use predicted results to gauge students, but if they offer admission, they specify grade requirements that the student must attain. It’s called conditional admission’s offer for a reason.
This is really a non-story. Every now and then people suggest changing the timescale to post-results admissions, but it would cause as many problems as they think it would solve.
It is hardly a surprise that teachers are liable to offer the most optimistic prediction they can, in order to give their students the best chance at getting offers.
The real problem is the disparity between predicted grades for rich and poor kids.
