I will be attending a Scholarship program called Gateway To College where you earn your High School Diploma there & earn college credits simultaneously. It is tooken place in the actual Community College. Basically, you’re a High School student, AND a college student.
I would like to know If It’s possible I can still apply for a student loan to help me afford to go to college, even though It is a scholarship program?
No, For the following reasons:
at most dual enrollment programs the tuition is paid by your school district or doe. Any monies that you pay will be nominal.
As a dual enrollment student, you are still a high school student taking college courses.
You cannot file the FAFSA, right now you are technically still a high school student. You will not file the FAFSA unless you are currently a senior applying to college in the fall.

If your courses are for high school,credit, you cannot take a student loan.
You have to be enrolled in a degree seeking program at your community college to apply for aid. You are NOT.
Also, to sounds like you have a scholarship. Does that pay the tuition costs?
