<p>Yes, you can apply EA to any public or intl university, but if you get accepted ED by Penn, you’re obligated to accept the offer unless the FA is not acceptable. However, with the NPC, you should have a reasonable expectation of the cost before applying.</p>

<p>Yes, and really ED isn’t binding at all from a practical standpoint. You can always just say the finances won’t work out, it’s not like they’re gonna open an investigation.</p>
